应俄罗斯联邦安全会议秘书绍伊古邀请，中共中央政治局委员、中央外办主任王毅将于12月1日至2日赴俄罗斯举行中俄第二十轮战略安全磋商。

At the invitation of Secretary of the Russian Federation Security Council Sergei Shoigu, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs Wang Yi will travel to Russia for the 20th round of China-Russia strategic security consultation from December 1 to 2.

新华社记者：《习近平外交思想学习纲要（2025年版）》今天出版发行，发言人能否进一步介绍相关情况？

Xinhua News Agency: The Study Outline on Xi Jinping Thought on Diplomacy (2025 Edition) was published today. Could you please share more on that?

毛宁：经党中央批准，中央宣传部、外交部对2021年出版的《习近平外交思想学习纲要》更新再版，组织编写出版了《习近平外交思想学习纲要（2025年版）》。《纲要（2025年版）》全面反映了习近平新时代中国特色社会主义思想在外交领域的原创性贡献和最新发展，系统阐释了习近平外交思想的时代背景、深刻内涵、理论品格和光辉实践，是广大党员、干部、群众学习贯彻习近平外交思想的权威辅助读物。

Mao Ning: As approved by the CPC Central Committee, the Publicity Department of the CPC Central Committee and the Ministry of Foreign Affairs updated the Study Outline on Xi Jinping Thought on Diplomacy, which was first published in 2021, and released its 2025 Edition. The new edition gives an overview of the pioneering contributions and latest development of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the field of diplomacy. It also systemically elaborates on the epochal backdrop, profound dimensions, theoretical quintessence and rich practice of Xi Jinping Thought on Diplomacy. The book serves as an authoritative guide for members of the CPC, officials and the public to understand and apply Xi Jinping Thought on Diplomacy.

新时代以来，以习近平同志为核心的党中央，深刻把握中国和世界发展大势，在对外工作上进行一系列重大理论和实践创新，领导中国对外工作取得历史性成就、发生历史性变革，形成并不断丰富发展习近平外交思想。2023年中央外事工作会议明确了构建人类命运共同体作为一个科学体系的“四梁八柱”，形成了新征程上中国外交战略的顶层设计。2025年中央周边工作会议系统总结新时代以来中国周边工作的成就和经验，明确了今后一个时期周边工作的目标任务和思路举措。

Since the dawn of this new era, with a keen understanding of the general trends in China and the world, the CPC Central Committee with Comrade Xi Jinping at the core, developed a series of major innovations in theory and practice for China’s external work, led the country in making historical achievements on that front and transforming it, and formed and enriched Xi Jinping Thought on Diplomacy. The Central Conference on Work Relating to Foreign Affairs held in 2023 established the pillars of building a community with a shared future for humanity as a scientific system and put into shape the top-level design of China’s diplomatic strategy on the new journey. The Central Conference on Work Relating to Neighboring Countries held earlier this year gave a systematic review of the achievements and experience of the work on this front in the new era, and defined the goals and missions as well as the method and steps in this regard in the years ahead.

总台CGTN记者：发言人能否介绍中方对本轮中俄战略安全磋商的期待？

CGTN: What does China expect to achieve through the upcoming China-Russia strategic security consultation?

毛宁：中俄是新时代全面战略协作伙伴，双方在中俄战略安全磋商机制框架内就共同关心的重大战略性、全局性问题常态化开展交流。此次王毅主任赴俄举行机制例行磋商，旨在落实两国元首达成的重要共识，围绕双方共同关心的国际和地区问题深入交换意见，就涉及两国战略安全利益的重要议题加强沟通协调。

Mao Ning: China and Russia are comprehensive strategic partners of coordination for a new era. Through the strategic security consultation mechanism, the two countries maintain regular exchanges on major issues of mutual interest that have strategic and overarching significance. Director Wang Yi will be traveling to Russia for the upcoming consultation. The aim is to implement the important common understandings reached between the presidents of the two countries, have an in-depth exchange of views on international and regional issues of mutual interest, and strengthen communication and coordination on important issues that bear on the strategic security interests of the two countries.

彭博社记者：王毅外长昨天同法国总统外事顾问博纳通电话。中方消息稿提及，王毅外长表示中法应在涉及对方核心利益问题上坚定相互支持。我们理解台湾问题是中方核心利益问题之一，王毅外长是否在通话中提到中法应在台湾问题上合作？法国总统马克龙下周访华期间，中方会否再次提及台湾问题？

Bloomberg: Yesterday, Foreign Minister Wang Yi had a call with his French counterpart and the Chinese readout said that he asked the French to cooperate on the core issues of both sides. We understand obviously Taiwan is one of the core issues of the Chinese state. Did Wang Yi have any specific mention about cooperating on the issue of Taiwan to the French? Does China plan to bring this issue up again when President Macron is here next week?

毛宁：关于王毅主任昨天同法国总统外事顾问博纳通话的情况，我们已经发布了消息。至于中法元首之间的交往，我目前没有可以提供的信息。

Mao Ning: We’ve released a readout about the phone call you mentioned. On the exchanges between the Chinese and French presidents, I have no information to share at the moment.

俄新社记者：美国总统特朗普表示，美国创建太空军后，在太空领域领先中、俄，占据主导地位。外交部有何评论？

RIA Novosti: U.S. President Donald Trump said the United States is now ahead of Russia and China in the space race after creating the Space Force. What is the Foreign Ministry’s comment?

毛宁：中国始终坚持和平利用外空，反对外空军备竞赛，反对外空武器化。中国无意与任何国家搞“太空竞赛”，也不谋求所谓的“太空优势”。

Mao Ning: China is committed to the peaceful use of outer space, and opposes any arms race in outer space or weaponizing it. China has no intention to engage in a space race with any country, nor do we seek so-called advantage in outer space.

《环球时报》记者：日本首相高市早苗的错误言论受到国际社会和日本国内有识之士的反对和批评。但台湾当局却接二连三作出力挺高市的姿态。赖清德不久前以吃寿司方式表达所谓支持，台湾外事部门妄称中国致函联合国秘书长是“粗鲁无理”的。发言人对此有何评论？

Global Times: Prime Minister Sanae Takaichi’s erroneous remarks have been opposed and criticized by visionary people in Japan and the wider world. Yet, the Taiwan authorities kept backing Takaichi. Days ago, Lai Ching-te conveyed his “support” by eating sushi, and Taiwan’s “foreign affairs department” said that the mainland’s letter to the UN Secretary-General “contains rude and unreasonable content.” What’s your comment?

毛宁：日本曾经对台湾殖民统治长达半个世纪，犯下罄竹难书的罪行。民进党当局“媚日谋独”，令人不齿。

Mao Ning: Japan exerted colonial rule on Taiwan for half a century and committed innumerable crimes there. The DPP authorities keep ingratiating themselves with Japan to seek “Taiwan independence”. That is simply disgraceful.

日本首相高市早苗的涉台言论干涉中国内政，向“台独”分裂势力发出严重错误信号，危害台海和平稳定。今年是中国人民抗日战争胜利80周年，也是台湾光复80周年。日本应当深刻反省历史罪责，汲取历史教训，恪守一个中国原则，在台湾问题上谨言慎行。我们要求日方收回错误言论，停止干涉中国内政，以实际行动体现对华承诺。

Prime Minister Sanae Takaichi’s remarks on Taiwan interfere in China’s internal affair, send a gravely wrong signal to “Taiwan independence” separatist forces and endanger peace and stability in the Taiwan Strait. This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and China’s recovery of Taiwan. Japan should deeply reflect on its war crimes, learn lessons from history, adhere to the one-China principle, and exercise utmost prudence when it comes to the Taiwan question. We ask the Japanese side to retract the erroneous remarks, stop interfering in China’s internal affairs, and take practical steps to honor its commitments to China. 

乌通社记者：俄罗斯副外长里亚布科夫本周接受天空新闻采访时表示，俄方正同中方就结束乌克兰危机进行磋商。外交部能否证实？如属实，双方讨论了哪些具体问题？中方是否正在或计划同乌方讨论实现乌克兰和平问题？

Ukrinform News Agency: Russian Deputy Foreign Minister Sergei Ryabkov this week in an interview with Sky News stated that Russia is in talks with China regarding efforts to end the war in Ukraine. Can the Foreign Ministry confirm that such negotiations with Russia are taking place, and if so, could you add some specifics on the issues being discussed, and whether China is discussing or planning to discuss peace in Ukraine with Ukraine itself?

毛宁：中方始终认为，对话谈判是解决乌克兰危机的唯一可行出路，我们支持一切有利于和平的努力。危机爆发以来，作为联合国安理会常任理事国和负责任大国，中方一直同包括俄、乌在内的有关各方保持沟通，为推动危机政治解决发挥建设性作用。

Mao Ning: China always believes that dialogue and negotiation are the only viable way out of the Ukraine crisis. We support all efforts conducive to peace. Since the crisis broke out, China, as a permanent member of the UN Security Council and a responsible major country, has maintained communication with relevant parties, including Russia and Ukraine, and played a constructive role in promoting the political settlement of the crisis.

彭博社记者：外交部发言人昨天表示“旧金山和约”非法、无效。中方是否认为日本和其他47个“和约”缔约国仍处于战争状态？

Bloomberg: Your colleague made a statement yesterday that the San Francisco Treaty is illegal and invalid. Is it the contention of the Chinese government that state of war still exists between Japan and 47 other parties of the treaty?

毛宁：正如我的同事昨天所说，所谓“旧金山和约”是在排斥中、苏等二战重要当事方的情况下，对日本单独媾和而发表的文件。这份文件违反了1942年中、美、英、苏等26个国家签署的《联合国家宣言》中关于禁止与敌国单独媾和的规定，违反《联合国宪章》和国际法基本原则。其对台湾主权归属等任何涉及中国作为非缔约国的领土和主权权利的处置都是非法无效的。

Mao Ning: As my colleague stressed yesterday, the so-called “Treaty of San Francisco” was issued with the exclusion of important parties to the WWII, such as the People’s Republic of China and the Soviet Union, in order to seek a separate peace deal with Japan. The document goes against the provision of not making a separate armistice or peace with the enemies in the Declaration by United Nations signed by 26 countries in 1942, including China, the U.S., the UK and the Soviet Union, and violates the UN Charter and the basic principles of international law. Anything set out in the treaty on the sovereignty over Taiwan or the handling of the territory and sovereign rights of China as a non-signatory, is thus entirely illegal and null and void.

彭博社记者：在“旧金山和约”签署之后，中日双方于1978年签署了《中日和平友好条约》，中方当年也就接受了“旧金山和约”。中方现在的立场是不再接受“和约”了吗？

Bloomberg: China did sign a peace treaty with Japan in 1978, correct? This is after the Treaty of San Francisco. So in 1978 the Chinese position was that they did accept the San Francisco Treaty. And now your position is you don’t accept the San Francisco Treaty. Is that correct?

毛宁：你的理解是错误的。中方从来没有承认过“旧金山和约”中有关台湾主权归属等任何涉及中国作为非缔约国的领土和主权权利的处置，从来没有接受过“旧金山和约”。1972年的《中日联合声明》明确规定，“日本国政府承认中华人民共和国政府是中国的唯一合法政府，中华人民共和国政府重申：台湾是中华人民共和国领土不可分割的一部分。日本国政府充分理解和尊重中国政府的这一立场，并坚持遵循《波茨坦公告》第八条的立场”。中日四个政治文件对台湾等问题作出明确规定，作为一个整体构成中日关系的政治基础。

Mao Ning: Your understanding is not correct. China has never recognized anything set out in the “Treaty of San Francisco,” including on the sovereignty over Taiwan or the handling of the territory and sovereign rights of China as a non-signatory, and has never accepted the treaty. The 1972 Sino-Japanese Joint Statement clearly states that “The Government of Japan recognizes the Government of the People’s Republic of China as the sole legal Government of China. The Government of the People’s Republic of China reiterates that Taiwan is an inalienable part of the territory of the People’s Republic of China. The Government of Japan fully understands and respects this stand of the Government of the People’s Republic of China, and it firmly maintains its stand under Article 8 of the Potsdam Proclamation.” The four political documents between China and Japan provide clear provisions on the Taiwan question and other issues, and together they constitute the political foundation of China-Japan relations.

湖北广电记者：据报道，美国国务院称，美方于11月24日正式将“太阳集团”列入外国恐怖组织清单，并对包括委内瑞拉总统马杜罗和其他高级官员在内的“组织成员”实施制裁。委外交部发表声明称，坚决反对美方将“太阳集团”列为恐怖组织，这是荒谬的谎言，旨在非法干涉委内政。中方对此有何评论？

Hubei Media Group: It’s reported that according to the U.S. Department of State, the U.S. formally designated Cartel de los Soles as a Foreign Terrorist Organization from November 24, imposing sanctions on its members, including President Nicolas Maduro and other high-ranking officials. Venezuela’s Foreign Ministry said in a statement that Venezuela firmly rejects the ridiculous fabrication by the U.S., which designates the Cartel de los Soles as a terrorist organization, and it’s a lie to justify an illegitimate and illegal intervention against Venezuela. What’s China’s comment?

毛宁：中方一贯反对没有国际法依据、未经联合国安理会授权的单边制裁，反对外部势力以任何借口干涉委内瑞拉内政，呼吁美方取消非法单边制裁，多做有利于拉美和加勒比地区和平、稳定、发展的事。

Mao Ning: China opposes unilateral sanctions that have no basis in international law or authorization of the UN Security Council and the interference of external forces in Venezuela’s internal affairs under any pretext. We call on the U.S. side to lift the illicit unilateral sanctions and choose the course of action that is conducive to peace, stability and development in Latin America and the Caribbean region.
